穆迪在本周二发布的一份报告中指出，中国国有企业的债务“尤为巨大。”中国财政部的数据显示，2015年中国国有企业的债务占GDP比例从2012年的不到100%升至约115%。但是穆迪认为，国企债务的总规模夸大了中国面临的风险的程度。该评级机构表示：“大部分国企的财务稳健，不需要直接或间接的政府支持。”
穆迪还表示，在债务构成上中国的债务大部分是内债，外债比例不大，在一定程度上给了其稳定性和支撑。中国当局有能力处理债务问题，并将采取措施稳定经济巨轮。
